What to do?

What are you supposed to do when you tell your almost-4-year-old to sit in the corner with hands on knees for hitting his brother and then you look over & there he is....pant legs up, socks off, and he tells you "I'm just cleaning, Mom." His toes. He's cleaning between his toes. Gross.
